How is the distribution of quotas for the export of wheat and flour carried out?
The distribution of quota volumes for the export of goods from the territory of the Republic of Kazakhstan is carried out in a unified automated system for managing the branches of the agro-industrial complex "e-Agriculture" (hereinafter - EASU IS) automatically when issuing phytosanitary certificates in accordance
with the Rules for the protection of the territory of the Republic of Kazakhstan from quarantine objects and alien species, approved by order of the Minister of Agriculture of the Republic of Kazakhstan dated June 29, 2015 No. 15-08 / 590 (registered in the Register of State Registration of Regulatory Legal Acts No. 12032).
After the introduction of the Rules for the distribution of quantitative restrictions (quotas) approved by the order of the Minister of Agriculture of the Republic of Kazakhstan dated April 16, 2022 No. 110 "On some issues of the export of certain goods from the territory of the Republic of Kazakhstan" (hereinafter referred to as the Rules), a quantitative volume limit is formed in the EASU IS quotas
by types of goods.
The distribution of the volume of the quota for the export of goods from the territory of the Republic of Kazakhstan between the applicants is carried out until the volume of the quota for each type of goods is completely exhausted, after which the authorized body refuses
in the issuance of a phytosanitary certificate.
How will the Food Corporation buy wheat?
According to paragraph 5 of the Rules, applicants who have sold to the grain market operator (NC Food Corporation JSC) 10 percent of the volume of wheat declared for export from the territory of the Republic of Kazakhstan at a fixed price are allowed to distribute the quota for the export of wheat from the territory of the Republic of Kazakhstan by signing an order for sale /purchase of a grain receipt in the state electronic register of holders of grain receipts for grain receiving enterprises.
To do this, participants in foreign trade activities must contact the Food Corporation or its regional representative offices.

Is there a limit on one applicant when receiving a quota?
According to paragraph 9 of the Rules, for the period of the quota, the allowable limit for the export of soft wheat per applicant is 50 (fifty) thousand tons, flour - 10 (ten) thousand tons.
Will the Ministry of Agriculture of the Republic of Kazakhstan inform
about the available volumes of the quota for wheat and flour?
According to paragraph 10 of the Rules, the authorized body posts the following information on the Internet resource on a daily basis:
1) the amount of the issued quota for each type of product;
2) the available volume of the quota to be distributed for each type of product.
