The Ministry of Agriculture published an order "On some issues of export of certain goods from the territory of Kazakhstan" regarding sunflower quotas
According to the order, within the framework of the quota, sunflower export is provided from July 1 to September 30 in the amount of
15 thousand tons, the allowable limit for one applicant is no more than 500 tons.
In particular, in accordance with paragraph 2 of Article 17 and paragraph 3 of Article 18 of the Law of the Republic of Kazakhstan "On the Regulation of Trading Activities", Articles 29 and 47 of the Treaty on the Eurasian Economic Union dated May 29, 2014, the Ministry of Agriculture approved the rules for distributing quantitative restrictions on sunflower exports:
- the distribution of quota volumes is carried out in a unified automated system for managing the branches of the agro-industrial complex "e-Agriculture" (IS EASU) automatically when issuing phytosanitary certificates;
- when reloading (forming) export consignments at the places of secondary shipment due to a change in the method of transportation, recipient, address of the recipient, place of departure, the quota volume issued at the places of initial shipment remains unchanged;
- after the entry into force of these Rules, a quantitative limit on the volume of the quota for goods is formed in the IS EASU; The Committee of the State Inspection in the Agro-Industrial Complex of the Ministry of Agriculture of the Republic of Kazakhstan within one working day will post on the Internet resource an announcement about the beginning of the distribution of quotas;
- distribution of export quota volumes is carried out in IS EASU in turn according to the date and time of receipt of applications for a phytosanitary certificate for the export of regulated products outside the Republic of Kazakhstan;
- the allocation of the quota volume between the applicants is carried out until the quota volume is completely exhausted.
The Committee is obliged to post the following information on the Internet resource on a daily basis:
- the amount of the issued quota;
- available amount of quota to be distributed.
According to the announcement of the agency, the distribution of quota volumes begins at 9:00 a.m. on July 8, 2022.
