The Association of Peasants (Farmers) and Agricultural Cooperatives of Russia (AKKOR) asks to take a number of measures to support the industry against the backdrop of a collapse in grain prices on the domestic market. The appeal was addressed to the President of the Russian Federation. PRIME writes about it.

“In order to maintain the planned production growth rates, we ask you to facilitate the launch of large-scale intervention trading, as well as the abolition of the export duty on grain crops,” the appeal says.

In order to stabilize prices for the 2022 grain harvest, ACKOR proposes to increase the volume of grain purchases for the state intervention fund.

It is noted that on August 1, auctions were launched at the National Commodity Exchange as part of grain purchases for the state intervention fund, but so far they have been unsuccessful. The Ministry of Agriculture plans to form an irreducible reserve of the intervention fund of 3 million tons of grain and 250 thousand tons of sugar by 2024.

Meanwhile, the situation with prices for the 2022 harvest remains the main problematic issue for farmers today.

“Today, harvesting is being actively carried out - a good harvest is expected. At the same time, grain prices collapsed on the market. With a significant increase in costs, the prevailing prices do not cover the costs incurred,” the appeal says.

According to Alexander Shipulin, chairman of ACCOR in the Krasnodar Territory, the problem has been brewing for several years: on the one hand, export duties on grain crops help curb the rise in prices for social products such as bread, but on the other hand, they are not applied to companies that provide grain production, for example , suppliers of equipment and fertilizers. Meanwhile, prices for goods necessary for the production of agricultural products from the beginning of the year to August increased by 1.5-3 times, and the cost of wheat of the 4th grade over the same period decreased to 12-13 rubles per kilogram from 18-20 rubles.

“When the cost of grain is below its cost, farmers may be on the verge of bankruptcy. Under the conditions of severe sanctions pressure, there is a need to take urgent measures that would not allow the bankruptcy of a single peasant (farm) economy, ”the AKKOR of the Krasnodar Territory is sure.

To increase the profitability of medium and small forms of management, the association proposes to fix for farmers in the Krasnodar Territory the lower limit of the selling price for grain and other crops, for example, wheat of the 4th class, at least 15 rubles per kilogram.

In addition, we are talking about the creation of a state grain company, which, in the event of a significant drop in prices on the domestic market, should purchase products from agricultural producers at the lowest acceptable price. When the price rises, for example, to 18-20 rubles per kilogram, farmers should have the right to buy their crops from this company at the previously indicated fixed price.
