The Ministry of Agriculture of the Republic of Kazakhstan has developed changes to the Rules for determining regional operators for the distribution of petroleum products and the Rules for the formation and distribution of volumes of petroleum products for agricultural producers during spring field and harvesting work.
To optimize the application procedure, a single application for obtaining diesel fuel for spring field and harvesting work is being introduced.
Also, the draft Rules include norms for additional types of agricultural work for which the remaining subsidized diesel fuel can be used after the volumes have been distributed for field work. This will ensure the full and targeted use of the remaining subsidized diesel fuel from operators. The Ministry of Agriculture noted that the assigned volumes of diesel fuel are formed based on requests for fuel shipment received in the operator’s personal account.
“The practice of the 2023 harvest campaign has shown that in some cases, after filling out an application, agricultural producers either submit it to operators with a long delay or do not do it at all. As a result, operators suffered losses associated with storing volumes of diesel fuel at oil depots. Therefore, the rules include rules for the cancellation of allocated volumes of diesel fuel in the absence of an application and payment from agricultural producers for the shipment of preferential diesel fuel within 30 calendar days,” the Ministry of Agriculture reported.
In addition, upon request from regional akimats, the rules prescribe standards for documents that potential operators provide to the competition commission, and also clarify the procedures based on the results of summing up the final points.
