Despite the position of the government, which has repeatedly stated that it is inappropriate to create an agricultural bank, agricultural producers insist on the need for a specialized financial institution in the country. Underfunding of the industry remains one of the main problems in the development of the agricultural sector, so in the regions, at meetings of farmers with representatives of the Ministry of Agriculture, the question of creating an agricultural bank was raised more than once. And recently, Mazhilis deputy from the Auyl party faction Ayan Zeinullin announced that the possibility of launching such a bank is being considered.
As reported by the Chamber of Entrepreneurs of the Kostanay region, the meeting with the deputy took place at its site within the framework of the industry council on agricultural issues. Large agricultural associations of agricultural producers of the Kostanay region and farmers of Kazakhstan joined forces and made joint proposals for the development of the agro-industrial complex. Issues related to subsidies, changes in the rules of state support for the agro-industrial complex, the abolition of export duties on sunflower seeds, saiga migration and others remain relevant today.
Ayan Zeinullin noted that all the identified issues will be raised with the government, and also focused on the work already being done. In particular, he reported that the creation of an agricultural bank in the country is being actively worked on.

“At a practical conference with the participation of 14 countries, the scientific community provided proposals to solve this problem. Experts visited regions that suffered from crop damage and made sure that the saiga population was not in danger, and its population exceeded the required norm. Scientists have given recommendations that it is possible to regulate the number by shooting, and the local community can do this,” the Majilisman noted.
At the site of the Chamber of Entrepreneurs of the Kostanay region, these issues were raised repeatedly. A draft rules for compensation for damage caused as a result of natural emergencies has already been developed, which must be urgently adopted. Standards for regulating the saiga population are also being developed.
Earlier, the Ministry of Agriculture of Kazakhstan stated that the department is ready to support the initiative to create an agricultural bank, and is also ready to begin the practical implementation of this issue if the initiative is supported by other government agencies and interested parties.
