A pilot project to integrate the information systems of the Ministry of Agriculture and the Ministry of Digital Development, Innovation and Aerospace Industry was launched by a joint order of the two departments.

As part of the project, the Unified Automated Management System for the Sectors of the Agro-Industrial Complex "E-agriculture" will be integrated with the information systems "National Gateway of the Republic of Kazakhstan" and "Unified Electronic Data Storage".

In addition, the State Information System of Subsidies (GISS) will be integrated with the Unified State Real Estate Cadastre.

Testing of the EASU and GISS for compliance with information security requirements will be carried out until March 31, 2025.

The following public services will be provided through the Unified Automated Management System for the Sectors of the Agro-Industrial Complex E-agriculture.

Plant Quarantine Module

1. Issuance of a quarantine certificate for the movement of quarantine products on the territory of the Republic of Kazakhstan.
2. Issuance of a phytosanitary certificate for the export of quarantine products outside the Republic of Kazakhstan.

Module "State Registration of Agricultural Machinery"

1. State registration of tractors and self-propelled chassis and mechanisms manufactured on their basis, trailers for them, including trailers with mounted special equipment, self-propelled agricultural, land reclamation and road construction machines and mechanisms, special cross-country vehicles.
2. State registration of pledge of tractors and self-propelled chassis and mechanisms manufactured on their basis, trailers for them, including trailers with mounted special equipment, self-propelled agricultural, land reclamation and road construction machines and mechanisms, special cross-country vehicles.
3. Annual state technical inspection of tractors and self-propelled chassis and mechanisms manufactured on their basis, trailers for them, including trailers with mounted special equipment, self-propelled agricultural, land reclamation and road construction machines and mechanisms, special cross-country vehicles.
4. Taking examinations and issuing certificates for the right to drive tractors and self-propelled chassis manufactured on their basis, and mechanisms, self-propelled agricultural, land reclamation and road construction machines, as well as special vehicles with increased cross-country ability.

Module "Veterinary Safety"

1. Issuance of a veterinary certificate for moved (transported) objects during export.
2. Issuance of a veterinary and sanitary conclusion for objects of state veterinary and sanitary control and supervision.
3. Issuance of a veterinary certificate.
4. Assignment of accounting numbers to production facilities engaged in animal husbandry, procurement (slaughter), storage, processing and sale of animals, products and raw materials of animal origin, as well as organizations for the production, storage and sale of veterinary drugs, feed and feed additives.
5. Issuance of a permit for the export, import and transit of moved (transported) objects taking into account the assessment of the epizootic situation in the relevant territory.
6. Issuance of a veterinary certificate for moved (transported) objects during import.

The following services will be provided through the State Information System of Subsidies:

1. Subsidizing the costs of processing enterprises for purchasing agricultural products for the production of deep processing products.
2. Subsidizing the costs of audit unions of agricultural cooperatives for conducting internal audits of agricultural cooperatives (for legal entities).
3. Subsidizing the development of agricultural production management systems.
4. Subsidizing the development of seed production.
5. Subsidizing the cost of fertilizers (except organic ones).
6. Subsidizing the cost of pesticides, bioagents (entomophages) intended for treatment against harmful and especially dangerous harmful organisms with a population above the economic threshold of harmfulness and quarantine objects.
7. Subsidizing the cost of water supply services to agricultural producers.
8. Subsidizing within the framework of loan guarantees and loan insurance for entities in the agro-industrial complex.
9. Subsidizing the production of perennial plantings.
10. Subsidizing the production of priority crops.
11. Subsidizing interest rates for lending to entities in the agro-industrial complex, as well as leasing for the purchase of farm animals, machinery and technological equipment.
12. Subsidizing for reimbursement of part of the costs incurred by an entity in the agro-industrial complex during investment investments.
13. Subsidizing interest rates for lending to entities in the fisheries industry.
14. Subsidizing for reimbursement of part of the costs incurred by an entity in the fisheries industry during investment investments.
